Zope extension builder updated for Python 2.1

The ExtensionBuilder.py tool used for building Zope extensions on win32 and unix has been updated. It now supports building the extensions using Python 2.x in addition to 1.5.2.

Note: if your are attempting to build on win32 and have installed only the standard Python 2.1 for windows, you will need to use MSVC 6.0 or better (earlier versions won't grok the lib file).
