Experimental Python Scripting for .NET release

Not strictly Zope-related - I've finally gotten around to posting an initial version of Python Scripting for .NET.

This is still relatively experimental, so don't try to use it for anything critical, run with it in the house, or go swimming within an hour after using :^)
