Hmm - since Moshe is in charge of the Python PEP 216 (Docstring Format) I assume that this is the reference to use. Specific issues are his perception that StructuredText doesn't cope with

1. A tag that means "this is a Python ", guess what

2. Tags that mean "this is a Python class/module/etc".

which are needed to allow for cross-referencing into the module being documented (or, indeed, other issues).
